For the majority of those years?

Of the 8 years of Clinton, he had a total of 2 years controlled by the democrats. So 26 of the last 28 years were effectively under republican leadership - or a majority in Congress.

It seems your calculating that if either the house, or the senate, or the white house, is controlled by Republicans then you have Republican control. That's a rather unreasonable way of looking at the issue.

And even using that standard, if your talking about the last 30 years you also have to consider the last 2 under Carter, so you would have 4 out of 30 under total Democratic control.

But the Republicans have only had total control, for a half year in 2001 before Jeffords left the party (and at only 50 Senate seats its questionable if that's really control) then for the 108th and 109th congresses (or 4 years). So its 4 and half years of total Republican control compared to 4 years of total Democratic control.

If you look at the parts rather than looking for total control (which most years was held by neither party), then even the presidency, where the Democrats did worst, they had control for 1/3rd of the last three decades, so its not "out of power for almost all of the last 30 years".

Looking at the Senate the Dems had control almost as long during the last 30 years as the Republicans.

Looking at the house, the Dems have controlled the majority of the last 30 years.
