Yes I suppose if its going to be DoA anyway you might as well submit a budget you really think is a good one, and then let congress inflate it. OTOH then you throw away the possibility of having a real effect on the budget process. Some might argue you would be letting your quest for perfection get in the way of the best deal possible. (I almost said "the perfect be the enemy of the good", but the best deal possible, would likely not be very good).
