California legislators passing a budget is a non-event unless you're a civil service groupie.

It wouldn't have bothered me or most Californians if they hadn't passed a budget for another ten years, or if they had passed it on-time.

The worst they could dish up was not issuing tax-refunds. But as we owe the state a new estimated payment on the same date, we just end up paying them less. Big deal.
