Reinstating the Glass-Steagall Act is a start. Playing cat and mouse is better than letting the mice take over. en.wikipedia.org (see Financial events after repeal of the act)
I agree on letting the bad actors fail unless that results in a financial black hole that destroys everyone. If that is the case, I believe the government should actively supervise the resolution of these derivatives. A captain of a ship carrying nitro glycerin should throw it overboard if he encounters rough seas. IMHO.
