Here's a radical idea. Make it so that no one in a company can by law be paid more than 20x the lowest paid full time worker at the company, i.e. only twice what they deserve.

This would move the money into the hands of people who would spend it in country rather than move it offshore to tax havens.

Of course there are all kinds of practical problems, like the necessity to get all countries to agree, but it's a thought.
