I can only assume this is some kind of bizarre kickoff of the 2012 presidential campaign.

Can you not read?

Saying that it could lead to a tax increase on state businesses, Gov. Bobby Jindal announced Friday that the state plans to reject as much as $98 million in federal unemployment assistance in the economic stimulus package.

It is the good sense of a man who obviously believes he has a fiduciary responsibility as the governor of a state. He had previously stated that accepting the unemployment handout had strings attached that make it undesirable. The man obviously doesn't want to commit his state to funding benefits it doesn't have the money for.

Bravo. He deserves the nation's absolute respect for this action. There are few politicians in America that have this kind of integrity.

Ryan Powers explained, "[I]t is not clear why participating in the expanded unemployment insurance program would result in tax increases for business.

There is no free ride. The mere allocation of funds to federal unemployment benefits does not mean you walk away free. SUTA & FUTA work together, and employers get a credit against their FUTA liability for the amounts paid under SUTA. If that SUTA credit is in some way mitigated by this legislation, employers could have massive FUTA liabilities (up to ~ $500/employee/year) in future years. One must presume the man has good advise on the subject, particularly, since other R governors are viewing it similarly.
