Everything you say is reasonable, and a good guess at the final resolution.

But it all could have been handled through the FDIC, with the consultation of the Treasury for expertise which is missing at the FDIC.

I do agree the value of the international Citibank franchise, like HSBC, lies in it remaining intact, although the US bank could be 99% smaller for these purposes. I have accounts with Citibank Australia and Citibank Canada but closed a short-lived account with Citibank in the US. Their name may be the same but their service is not.
