you may be right. The politicians say this is about confidence, and to take over C and BAC could give the public confidence that the losers are in fact going to lose rather than continue to get bailed out. It's a huge irony that more bailout money they give to the big banks intending to shore them up simply reduces further the public's confidence in the financial system.
