The borrower makes the rules (or he believes it by offering certain terms of debt).

But the lender is not forced to play by those rules.

And before I am uttering something explicit towards our beloved and beguiling Mrs. Hillary Bill Clinton... we will check how these chinese purchases go on in the next weeks or so, or not. One has to keep in mind that with less money coming into china thanks to a cooling economy, the less reserves they build to purchases securities.

And then a question: Who deals with Treasury purchasers Nr. 3 and 4, combined, already holding as much debt as Japan?
