This should already be done by anyone with any common sense.
Especially since Kansas(and I heard California was going to
but I'm not sure if they carried it through) will be issuing
IOU's to everyone that paid too much in taxes.

I don't care if you like getting that big check from giving
your money away and them giving some of it back to you. You
should be keeping it. You don't have to spend it. Put it in
a dedicated savings account. Earn interest on it(Even though
it won't get you as much as it used to), or better yet since
the interest is so low, keep it in cash at your house or
another safe location.

If there is a run on the banks and they shut down ATMs and
other withdrawal methods, you'll have some cash on hand.

If not, deposit it when your taxes are due. And anything
that's left over is not extra spending cash. Either keep it
hidden, or PAY OFF YOUR CREDIT CARDS, CANCEL THEM,
THEN CUT THEM UP.
