This is all a really tough call. Nationalizing is obviously the most extreme measure, however, if anything can bring stability, that will. If you continue to throw incremental solutions at the problem and all fail, it would seem to me that nationalizing after a series of failures would be less effective than just doing it now.

I sure don't know the right answer.
