Yeah, that's basically what you're talking about with a receivership, at least in this situation. There are times when receivers can be appointed for entities that are not in bankruptcy.

I think the idea here is to avoid anything akin to a bankruptcy, in which creditors are stayed from attaching the assets of the entity by court order. By having the feds just take it over, it can continue operating with disregard for the fact it doesn't have any money.

While it sounds huge, it may be the most rational way of dealing with the problem, I don't know.
