Not a problem in most places of the world.

Maybe not in your little myopic part of the NW (Washington?), but in those sun-parched regions of the northwest I live in, as well as the South West, the places with the greatest year round solar exposure, dust and sand are a MAJOR problem. So if the dust doesn't fly around, it's sand etching the glass/plastic coverings.

And given the size of those solar farms being proposed, that's a lot of Windex to buy each year. But for those of you who live in parts of the NW with lots of rain, it's probably not much of a problem.
