He is spending to stimulate the economy not creating pork so Republicans can get re elected.

Of course he's not spending to create pork so that Republican's can get re-elected, he's spending to create pork so that Democrats can get re-elected.

But the important point is that that he's spending like crazy, following in the footsteps of one of the worst policies of Bush's time in office, and even going beyond Bush.
