I would imagine that the Department of Energy presides over these grants, just like the NSF presides over science and tech R&D grants. As to the exact mechanics, Congressional bills usually don't work out those details. The gov't institution that is responsible for investing the money does that, which is why orgs like DoE and NSF are so important. They are staffed with people that know their areas well enough to make intelligent decisions. I know that in the NSF for example, they have real scientists from the field that come in and do stints at the NSF and take part in doling out grant money. That kind of private public intermingling is government at its best.
