I agree that its legislation run amok, and that taking the money effectively commits the state for future years, I'm just not sure if that's enough to go beyond saying Jindal's statement was "basically true", and say that it was "strictly and literally true". The commitment is unstated and indirect, involving political realities beyond the bill itself.

But leaving aside all the subtle semantics, the fact is the result of accepting the money would be for the state to have to change the law, and increase spending, in a way that would likely be permanent, and would likely increase taxes in the future.
