doesn't equal or imply "every year". In fact the "frequent recurrence" part implies the opposite, that it doesn't have to be continual.

The issue is whether we let it go out of existence. The answer is a resounding NO! Restructure: Yes! Die: No!

The proper method of restructuring is chapter 11. Not endless subsidies, not bailing out the companies even when the unions balk at very serious concessions.

It has value beyond market cap. It employs many thousands.

If it employs many thousands unprofitably that's not very useful. We could employee everyone by sending them a government check to useless things, and then calling them government employees, but what's needed is productive profitable employment that's creating real wealth, not value destroying business activity that soaks up more and more private investment without useful return, until it can't get any more and goes crying to the government for handouts.
