I bet no bank was ever made aware of what they might do and not do after receiving taxpayer money. The TARP was so hastily drawn up that it provided little clarity to TARP recipients... correct. To come out after the money is wasted away... and a trillion, is cheap populism.

After all, the bailout funds were the worst idea they had and they should have looked how the financials do without funds provided to any of them.
