You are basically wrong about this. Medicare Part D is provided by insurance companies, not Medicare Services, and those insurance companies are free to negotiate with drug companies just like any others. And they have essentially the same power as Medicare would directly; their numbers are huge (since there aren't that many companies in the Part D business).

So, I'm not sure what your complaint is.
