I knew an old guy who was a supply sergeant during the war. He says the formula for figuring out toilet paper is:

Number of Rolls of TP needed = (D * 3SBF * 3S * 3W * N )/SPR.

Where:

D = Number of Days to complete the mission
SBF/D = well, you know: Subject Bodily Functions Per Day
S = Number of squares per wipe
W = Wipes per SBF
N = Number of troops in the battalion
SPR = Number of Sheets Per Roll

So for a complete session of congress the amount is:

150 days of a typical session of congress
N = .9 * 600 = 540, allowing that some members do not qualify
SPR = 300 from a typical roll

NRTPN = (150D * 3SBF/D * 3S * 3W * 540N)/300SPR
=72900 rolls.

Now all you need is to figure out the pepper spray.
