You got it EXACTLY right. It will totally change the dynamics of the markets. The politicians who have never lived in the real world of capital markets have no CLUE. They don't realize how big of a pebble they are dropping into the pond.

Correct on all counts. So why would they even consider it? Probably because any pile of money that is available is a candidate for taxation.

IMO it will result in a move to off-market transactions or foreign market transactions.

How could they enforce these fees?

Totally bone headed idea.
