I'd have to see some proof of that. It wouldn't make sense because over 80% of the loans in question were not written by institutions covered by the CRA.

There are plenty of effective ways. For one, they should meet the same economic criteria as other loans like income and percent of down payment. The reason for the CRA wasn't because of these factors, it was because there were certain areas where banks just wouldn't write loans.
