Maybe you can point to the place in the package where the money is earmarked?

As I have pointed out, only a fool would try to pick out provisions such as this from the statute.

The professional attorneys who have studied the legislation say it is there. The only person, in fact, who seems to say otherwise, is you. And surely, you will agree that you are pretty ignorant when it comes to the law, no?

I never stated that was a fact. Getting such info via the media, talk radio or NYT, never counts as a 'fact' to people with brains.

You claimed 'for a fact' that it is not included and I assume you must have that piece of factual information from a reliable source. Yes, you can indeed prove a statement of a fact, negative or positive, by posting a link to the source of that.

So don't spin it around as usual.
