Then, that EXACT SAME PROBLEM would happen *in spades* with ANYTHING YOU TRIED TO DO TO CONTROL GOVERNMENT SPENDING, no matter what it was.

The only DIFFERENCE is that a Constitutional amendment would be a Hell of a lot more difficult to get around then most anything else.
