He spends too much time trying to hedge his bets. A true leader just goes for it at full personal risk, does the utmost to get the sailors on his side, and crosses the line as predicted, first and in style.

As you say, only one way to win here, do the job and what means already was outlined by yourself before you were picked for the job.
