Absolutely IMPOSSIBLE to say that yet.

1) They have yet to even pass a law.

2) and, if and when passed, it is certain to *immediately* be challenged in the federal courts. Most likely a challenge which will go all the way to the Supreme Court before it is untimately resolved and decided if it is 'constitutional' or not.

So --- wrong to say that the "Constitution has been gotten around". There is ZERO evidence for that yet.

Congress in the past has enacted MANY laws --- and quite a few of them have been challenged on constitutional basis's, often to be over-ruled.
