I agree about the tangible. There are items in the stimulus directed at solar and "green jobs" but I too would have liked more. However, there are already great programs for solar, including 30% tax credit from the feds. Depending on your state, you can really get the cost down. I live in Oregon and just installed a business related solar PV system. After the tax credits, a utility energy grant, and accelerated depreciation I estimate payoff in about 4-5 years, with 20 years of free electricity after that.

Much of the stimulus is actually bread and circuses to keep the masses from revolting (ie extending unemployment, access to healthcare). This is necessary. It is disingenuous to call that part of it " stimulus" but if the public gets too agitated then the rest of the stimulus won't work.
