Obama said his budget blueprint delivered on the changes he promised in his election campaign: tax cuts for 95 percent of working Americans You begin with this sentence, but I have asked you several times already about this point, but you still ignore it... how about an answer this time? The question: How can 95% of Americans receive an income tax cut when only 60% of Americans actually pay income tax?
