I don't disagree with your premise, but sales tax and payroll tax are two different things? Am I wrong here? How can someone receive an income tax refund when they didn't pay income tax in the first place? This is the only question I posed... people aren't getting a sales tax refund, they're getting an income tax refund... how do you get an income tax refund when you didn't pay income taxes? How much simpler can I pose the question? TIA
