Unless there is a lot more to it than meets the eye, the cop should be fired at a minimum. You know the obligatory lawsuit will follow.

If you are beating up defenseless girls, you don't have the right temperament for being an officer. This case looks pretty black and white.

The guy also was involved in a fatal shooting some years back. Many cops go an entire career without having to discharge a round. This calls into question the guy's temperment and judgment. He probably shouldn't be a security guard at WalMart, much less a deputy county sheriff.
