Sure. But politicians are loath to do that until it is a full blown crisis.


On the West coast, restricting lawn watering is the first thing they do. Its automatic. In fact, water always costs more in the summer than the winter here. So most people in WA state let their lawns go brown in the summer whether there is a drought or not in order to save money.
