What's in a president's initial budget request is very affected by the composition and opinions of congress. It isn't just what the president would think is the perfect budget that he would put in place if he had total control.

So when republicans are in power congress keeps them in check... so what happened to congress led by pelosi and reid? are you suggesting that the are to blame for Bush overspending.

Congress was controlled by the opposition party. Obama has his party in control in Congress which will make for greater spending.
