Tax the hell out of it so it stays underground and you've gained nothing. Better to fight the state to state smuggling of dope than the present mess. We have this problem with cigarettes and booze, and it's small change compared to what we have now. Selling the idea as revenue positive is a political way of getting it though.

Young kids start doing drugs because it looks cool. If you take the cool factor out of it you would stop 90% of them from starting to do drugs and 90% of the problem would evaporate overnight. So by all means legalize, tax it and end the drug wars north and south of the border at the same time.
