One has to wonder how much the finance industry has influenced all of these politicians and regulators. It seems there were plenty of people in the industry telling the government that Madoff had to be crooked. How hard is it to conceal a Ponzi scheme? From what I have read so far I dont recall any article saying he brilliantly obfuscated everything he did. The 11 month informal investigation was probably sweet chatter over a fancy lunch.
