This has been taken into consideration in crafting this plan.

I can assure you that sufficient safeguards are in place to guarantee that the free lawn care is available to only those who need it most; only the downtrodden and disadvantaged will benefit from this plan. This measure will be funded by an additional "lawncare" tax on the wealthiest 5% of Americans who can afford their own gardeners.

The free lawn care is tied to the the homeowner's inability to pay his mortgage. Those homeowners who are wealthy and therefore are not behind on their mortgages will NOT receive benefits under this plan. Only those who have been seriously delinquent on their mortgage at least one time in the last 12 months will receive the free lawn care.

A well-manicured lawn is a healthy lawn; a healthy lawn makes for a happy homeowner; and our Founding Fathers clearly stated their belief that we should have an entitlement, a RIGHT, to life, liberty and the pursuit of happiness. Thus, if we are to fulfill our forefathers' promise to America it is essential that we make available universal lawn care for all Americans, not just the wealthiest few.
