You don't want government to do it? Okay, out source it. The government has been outsourcing all their programming for a few decades. (They couldn't hire programmers because of hiring restrictions and all their programmers became contract managers.) That's not the solution. They can do standards but not build systems. This I know about. The only reason I was able to put up good systems was doing it from a small agency, which offered leeway. We did our programming in house. I assure you that you don't want a big government agency either building it or outsourcing the building of it.
