There is your answer. It can be done. All you have to is appoint a czar, hire a bunch of geniuses, and put them away in New Mexico for couple of years. Voila, you cut health care costs by several hundred billion dollars a year.

Actually, the VA has made its EMR system open source and free to anyone who wants it.

The problem is it is useless in any environment except the VA.

And the fact that it was developed in a language no developer in his right mind would use.
