You're way too generous when you even entertain that idea that it might be "unfair criticism." Yeah. I guess everything in government is so freaking big once they get it working they just really don't want to tinker with it. We deal with lots of the Medicare "H99" reports which are unintelligible to end users. These are standard across all fiscal intermediaries. What is interesting is they literally haven't changed in as long as I can remember. End users will call with an error message like OT PAY UNK and have no idea what it means. I mean, what would it take to come up with a more sensible set of error messages? Nope. If it works don't fix it.
