For the larger issue their talking about, an increase in government spending as a percentage of the economy, entitlements are the main culprit, and Frank and Dodd where not major players in entitlements, more like FDR and LBJ.

Edit - But then the most recent large increase, does have some connection to Frank, and Dodd, both directly (although I don't know that they where prime movers of the stimulus and bailout bills, Bush, Obama, Pelosi, and Reid may have been the biggest players), and indirectly in that they helped contribute to the problem that resulted in a climate where such large spending increases where considered a good idea (OTOH they are two of a lot of people that contributed to the problem).
