Why exclude embassy bombings? Or ship and military barracks bombings? Its not like terrorists should have a free shot at killing Americans whenever they leave the borders of the US. Exactly. If one looks at the history of AQ, there was an attack a year or more on American facilities around the world until 9/11. Then, suddenly, they stopped. It isn't a coincidence. AQ was decimated by GWB. But Obama is giving them every opportunity to start rolling again. These projects take money; bin Laden lost all his money (and equipment) in Sudan, leaving AQ totally dependent on contributions. Hard to raise money from a cave.
