Runaway inflation and recession is what Carter left behind. I'd say what LBJ, Nixon, Ford, Carter, the congresses of the time, and G. William Miller and Arthur F. Burns (the fed chairman before Volker) left behind. The inflation took some time building up, as politicians and the fed accepted inflationary pressure in order to try to avoid recession and eventually where shocked when they got both. But your main point is correct. During Reagan's first years in office he (and Volker) where cleaning up the mess of the past.
