In the most recent Congress, 112 filibusters were mounted, and 51 were successful.

It takes 60 votes to stop a filibuster so presumably the Dem failed to get 60 votes on 51 occasions, causing the issue at hand to die on the Senate floor.

And people want to blame the Dems in Congress for not doing more. It wasn't for lack of trying, even with the two-bit leaders they have.
