The D's were not in charge of regulation... and couldn't enforce a damn thing. That's in the executive.

BTW did you see Obama is going to reform the no bid crony contract process? Damn Democrats!

The Bush administration failed to do its job. That's it. That's why he is ranked as one of the ten worst. What happened with Katrina is symptomatic of what was happening everywhere in gov't. Bush was incompetent and put incompetent people in positions of power. Bush lucked out with 9/11......had that not happened, he would not have been re elected in 2004.
