I don't know about the US, but federal corporate tax rates in Canada are right about average, probably a little below average after this year's cuts.

Your formula Lower taxes = higher growth = great tax receipts. is correct sometimes and inccorect in other situations. It certainly worked much better in Canada than the US over the last 20 years.
