The procedure by HUD for giving out these "grants" is ludicruuos. They are using population statistics to disperse for homeless populations making the erroneous assumption that every locale has homeless per a given percent or formula. This is why the Federal Government should not be in the business of attempting to micro manage in areas in which they are ignorant. Congratulations to Union and Binghamton----they will now find they will have an influx of homeless because they have $. The town fathers should refuse the $ rapidly. mj
