Based on already existing strategy, the Bundesrat (I think this is the executive government, i.e. the college of ministers) has ordered the 'Dienststellen' (administrations) to take measures to solve the EDP problems. With the assignment of personnel and of financial means the Bundesrat will give Y2K projects the highest priority. (...) Although the Bundesverwaltung (federal administrations) already have a y2k strategy for a decentralised solution of the problem; the Bundesrat thinks that the necessity for action is still underestimated (...) Therefore the Bundesrat has decided, that the involved 'Dienststellen' have to take action before the end of 1997. (...)"
