That would be a parasitic symbiotic relationship that has changed into a somewhat mutualistic symbiotic relationship.

There are various subsets of symbiotic relationships. They are all not parasitic-prey relationships.

Interestingly one could analog them to the government private- sector relationship. Right now the government is becoming even more of a parasite.

Anyone who knows even a bit of biology know that there are beneficial parasites.
