Well if you generate less wealth in the first place, you have less to lose...

Oil companies worldwide are slashing investment, but Brazil's state-run Petrobras is going ahead with a four-year, $174 billion expansion plan.

Usually its the opposite. State run oil companies underfund investment because they use the oil wealth as a cash cow, extracting the most they can from it in the short run. But perhaps Petrobras is an exception.

These days he's a pragmatist

Then maybe not so much a socialist, at least not strongly moving his country that way.
