Why would you say that?

He has placed the very same General who executed the divide-and-conquer 'Surge strategy' in Iraq in charge of the Afghanistan/Pakistan effort.

I'm certain that you are very much misunderstanding the thinking that is going on here.

No one is 'reaching out to radical Islamicists' especially. (Because that would be doomed to fail....)

Just as the 'Surge strategy' in Iraq reached out to some very conservative (& some not so conservative) Sunni tribal chiefs --- in an attempt to get them to turn on their more radical allies; so to General Petraeus (who executed the strategy in Iraq and is now in charge of modifying it for Afghanistan/Pakistan's political background) is looking at the possibility of peeling off traditional tribal chiefs and nationalists from their more radical Whabbist and al Qaeda-type current allies.

The Pastun consider themselves probably *even more* suppressed then the Sunnis in Iraq do so there very well may be room to maneuver here.

Certainly the status quo is unacceptable, as it is failing.
