It might be regulation, but regulation is not socialism.

Don't know. It's not my idea, nor am I necessarily for it. But I'm pretty sure it has nothing to do with residents. It's a business thing, and it's regulating industries that tend to pollute significantly, AFAIK. Doesn't sound so bad to me but I don't know a heck of a lot about it.
